Group Use Permits

Although small groups under 25 are not required to obtain a permit, it is highly recommended as there is no guarantee of use or reservation without a permit. Groups of 25 or more people are required to obtain a group use permit. Shelters and pavilions can be reserved in four hour blocks (10 a.m. to 2 p.m. or 4 p.m. to 8 p.m. or sunset if earlier) or for a full day. 

Resident Event

A resident event is an event for which the permittee is a resident. This excludes an event for which the permittee is a resident, but the event is actually being organized, managed, or sponsored by a nonresident. No charge if all participants are residents. For permitted park usage see chart below.

Resident Business Event

A resident business event is an event for which the permittee is a business, school, or homeowner’s association located in the city.

Making Reservations

Reservations for a shelter are available through the Parks, Trails, and Recreation Department. A reservation is complete when it is emailed by a department representative and payment is noted on the permit. Reservations or permits cannot be completed online.

(2) Only residents may reserve fields and shelters for Special Events involving any combination of the following: temporary structures, vendors, amplified sound, entertainment, street closures or trail use.

(3) Portions of parking lots at Village Greens Park and William McKinley Carson Park may be reserved for events when deemed necessary by staff.

(4) Exceptions may be made to the limitations set forth above where most participants will be walking to an event taking place in their own neighborhood.
