The Council may determine the compensation of the Mayor and Councilmembers by ordinance passed by three-fourths majority vote of the entire Council. No ordinance increasing such compensation of the Mayor or Councilmembers shall become effective until the commencement of the term of Councilmembers elected at the next regular election. Each Councilmember and the Mayor may be reimbursed for actual and necessary expenses incurred in the performance of City business, according to procedures defined by ordinance or resolution.
