ARTICLE III ELECTIVE OFFICERS
Section 3.09 — Council Meetings.
(a) Regular Meeting. The Council shall meet regularly at
least once each month at a day and hour and place to be fixed by the rules and
proceedings of each Council.
(b) Rules of Procedure. The Council shall prescribe the rules
of procedure governing meetings. Written minutes of the proceedings of each
meeting shall be kept by the Clerk and signed by the Mayor.
(c) Open Meetings; Executive Sessions. All regular and
special meetings of the Council, and all meetings at which a quorum of Council
is present and the purpose of which is to discuss matters concerning the affairs
of the City shall be open to the public. Consistent with rules adopted by the
Council, members of the public shall have a reasonable opportunity to be heard.
The Council may meet in a closed or executive session with other City officers
or employees to consider personnel matters, contract negotiations, threatened or
pending litigation, quasi-judicial matters, legal advice and other issues where
public disclosure may seriously affect the interests of the City. No final
policy decision, resolution, rule, ordinance or regulation, and no action
approving a contract or calling for the payment of money shall be adopted at any
executive session.
(d) Quorum. Five (5) members of the Council shall constitute
