Special meetings of the Council shall be called by the Clerk on the request of the Mayor, or of any two (2) members of the Council, on at least twenty-four (24) hours notice to each member of the Council. A special meeting may, however, be held on shorter notice if all members of the Council are present or those absent waive their right to twenty-four (24) hours notice.
