Section 4.01 — City Manager—Appointment and Qualifications.

(a) Appointment. The Mayor shall appoint the City Manager with the advice and consent of a majority of the entire Council in accordance with the provisions of Section 3.04(c)(3).
(b) Qualifications. The City Manager shall be appointed solely on the basis of his or her executive and administrative qualifications.
(c) Residence. The City Manager need not be a resident of the City or State at the time of appointment. He or she may reside outside the City while in office only with the approval of the Council. (Added at election held Nov. 6, 1990)
