Section 1.04 — Definitions:

“Agency” — Any organizational unit of the City.
“City” — The City of Greenwood Village, Colorado, a municipal corporation, and also the town which preceded it.
“Council” — The City Council of the City.
“Direct Financial Interest” — Any interest by which a person, a member of his or her family, or his or her designee and/or business association could gain or lose money or anything of value other than as may naturally accrue generally to all residents of the city by reason of such residence in the city.
“Elector” — or “Qualified Elector” — Any person who is registered to vote at a particular time.
“Emergency” — A condition which immediately endangers public property, health, peace or safety.
“Employee” — Any compensated person in municipal service who is covered by the merit system.
“Franchise” — A special privilege granted by the City permitting the continuing use of public property, such as City streets, and usually involving the elements of monopoly and regulations.
“Officer” — An elected member of the City Government or an official, other than a board or commission member, appointed with the approval of Council and not covered by the merit system.
“Proposition” — Any question concerning policy of the City which is referred to the vote of the electors.
“State Law” — The Constitution and statutes of the State of Colorado as they now exist and as they may be amended, changed, repealed or otherwise modified by legal procedure.
“Statutes” — Applicable laws of the State of Colorado as they now exist and as they may be amended, changed, repealed or otherwise modified by legal procedure. (Amended at election held Nov. 6, 1990)
