The Council may propose changes in this Charter as a part of any annexation or consolidation plan submitted to the voters of the city. If the plan is approved by a majority of the voters at a general or special election called for such purpose, and if the ballot title in such election included notice of amendment of the Charter, portions of this Charter proposed to be amended in the plan will be amended immediately.
