No tract or parcel of land within the boundary of the City shall be disconnected by any owner or owners from the City except upon majority vote of the electors of the City voting at a special election. The question of disconnection from the City shall be submitted to a vote, as provided by Section 2.03(b) of this Charter, upon payment to the Clerk by the owner or owners of the land proposed for disconnection of the expense of said election as determined by the Clerk.
