Section 6.02 — Voting.

Voting shall be by “yes” and “no” and shall be required to approve or disapprove all ordinances and resolutions. Votes shall be entered upon the minutes of the council proceedings. Unless a greater number of votes is prescribed by rules adopted by the Council or by this Charter, ordinances, other than emergency ordinances, shall be approved by a majority affirmative vote of the entire Council or in case of a tie vote, by the affirmative vote of four members of the Council and the affirmative vote of the Mayor pursuant to this section. Resolutions and motions need only be approved by a majority of a quorum of the Council attending the meeting at which the vote is taken. Each member, when present, shall vote upon all ordinances, resolutions and motions. Abstentions from voting shall be permitted only when the member has either a direct financial interest in or a conflict of interest concerning the matter being voted upon by the Council. The reason for the member’s abstention from voting on such matters shall be stated to the Council. The member’s abstention shall not be counted as a vote. The Mayor shall not have a vote except to break a tie vote. The Mayor shall be required to vote to break a tie vote, unless he or she shall declare to the Council a direct financial interest or a conflict of interest concerning the matter to be voted upon.
