ARTICLE VI ORDINANCES
Section 6.05 — Emergency Ordinances:
The Council, if a quorum is present, may adopt, by a majority
vote of those present, emergency ordinances necessary for the immediate
preservation of the public property, health, peace or safety. The facts showing
such urgency shall be stated in the ordinance. After its adoption the ordinance
shall be published as prescribed for other adopted ordinances. It shall become
effective immediately upon adoption or at such later time as it may specify in
the ordinance. Every emergency ordinance, except one made pursuant to Section
11.09(b), shall automatically stand repealed as of the 180th day following the
date on which it was adopted. Emergency ordinances, however, may be re-enacted
in the manner provided in this article. An emergency ordinance may be repealed
by adoption of a repealing ordinance in the same manner specified in this
section for adoption of emergency ordinances. No ordinance making a grant of any
special privilege, levying taxes, incurring indebtedness, fixing rates charged
by any City-owned utility or authorizing borrowing money, except as provided in
Section 11.09(b), shall be passed as an emergency measure. (Amended at election
