ARTICLE V DEPARTMENTS AND OFFICES
Section 5.01 — General Provisions.
(a) Creation of Departments. The functions of the City shall
be performed by at least the following departments, offices or agencies: Police,
Municipal Court, Finance, Public Works, and Planning and Zoning. The City
Manager may establish City departments, offices or agencies in addition to those
created by this Charter. The City Manager may prescribe the functions of all
departments, offices and agencies of the City. No function assigned by this
Charter to a particular department, office or agency, however, may be
discontinued or, unless this Charter specifically so provides, assigned to any
other department, office or agency.
(b) Direction and Supervision. All departments, offices and
agencies shall be administered by an employee appointed by and subject to the
direction and supervision of the City Manager. With the consent of the Council,
the City Manager may serve as the head of one or more such departments, offices
or agencies or may appoint one person as the head of two or more of them.
