The Mayor shall submit the proposed budget for the next fiscal year, as prepared by the City Manager, and shall submit an accompanying budget message, to the City Council on or before the fifth day after the County Assessor certifies to the City the assessed valuation of property within the City, but no later than the fifteenth day of October.
