Section 11.03 — Budget Message:

The Mayor’s budget message shall describe and evaluate the proposed budget prepared by the City Manager. It shall relate the Manager’s budget to Council-defined policies and programs. It shall contain a review of the present and projected City economy and its impact on the proposed City budget. It shall: outline and evaluate the Manager’s proposed budget strategies for the next fiscal year; describe the important features of the proposed City budget; indicate any major changes in the proposed budget from the current year’s budget in terms of financial policies, expenditures and revenues together with a reason for such changes; summarize the City’s present debt position and evaluate debt-related strategies proposed in the budget by the Manager; include such other information as the Mayor, City Manager and Council deem desirable.
