Section 11.05 — Capital Program:

(a) Submission to City Council. The City Manager, through the Mayor, shall prepare and submit to the Council for its approval of a three-year capital program simultaneous with the submission of the annual budget.
(b) Contents. The capital program shall include:
(1) A clear general summary of its contents;
(2) A list of capital improvements and capital expenditures which are proposed to be undertaken during the next three fiscal years, with appropriate supporting information as to the necessity for each;
(3) Cost estimates and recommended time schedules for each improvement or other capital expenditure;
(4) Method of financing, for each capital expenditure;
(5) The estimated annual cost of operating and maintaining the facilities to be constructed or acquired; and
(6) Other information and analysis required to assure Council understanding of the needs and conditions of the City’s infrastructure.
The capital program shall be revised and extended each year with regard to capital improvements still pending or in process of construction or acquisition. The expenditures and methods of funding necessary to complete the first year of the capital programs shall be known as the capital budget and shall be incorporated in the proposed budget of the City Manager.
