There is hereby created and established a Planning and Zoning Commission.

The Planning and Zoning Commission shall prepare and recommend the adoption of a Comprehensive Plan or amendments to the Comprehensive Plan. It shall prepare and recommend to the Council zoning, subdivision and development regulations to implement the Comprehensive Plan. The Planning and Zoning Commission shall exercise such other powers and duties as are assigned to it by this Charter and the ordinances of the City. Where not otherwise provided by Charter or ordinance, the Planning and Zoning Commission shall have the powers, perform the functions and follow the procedures set forth in State law.
