The purpose of the comprehensive plan is to set forth the goals and policies of the city and to provide guidance to decision makers concerning the future growth and development of the city. The comprehensive plan contains a statement of overall city goals as well as specific goals and policies related to land use, transportation, housing, open space, environment, utilities, parks and recreation and growth. The comprehensive plan shall be advisory only. (Ord. 2003-22 § 1 (part))
