The purpose of this chapter is to protect the health, safety and welfare of the city and its residents by expressly authorizing the city council: to declare a state of emergency; to recognize a state of emergency declared by the Governor of the state of Colorado; and to take certain precautionary measures during any such state of emergency and the recovery period after such emergency.
