2.04.220 Open meetings.

A. All meetings at which three members of the council are present and the purpose of which is to discuss matters concerning the affairs of the city or at which any formal action may be taken shall be open to the public at all times unless the meeting is an executive session of the council called pursuant to Section 2.04.210 of this code.
B. No meeting of council which is open to the public pursuant to this section shall be held unless twenty-four hours' prior notice shall have been given to all members of the council.
C. At least twenty-four hours prior to any council meeting which is open to the public pursuant to this section, notice of the date, time, place and subject matter of such meeting shall be posted at the entrance to the city administrative building in a manner so as to be legible from the outside of the building. Such notice shall remain posted for forty-eight hours after the meeting.
D. No final policy or other formal action shall be made or taken at any meeting of council which is open to the public pursuant to this section unless the meeting is also a regular or special meeting of council called and held in accordance with the provisions of the city Charter and this code.
