All city employees handling city funds shall each before entering upon their respective duties, give a good and sufficient surety company bond to the city, and conditioned upon the faithful performance and discharge of their respective duties, and for property application and payment of all money or property coming into their hands by virtue of their functions, in such amounts as the council may, from time to time, establish by resolution or motion.
