The city planning and zoning commission shall consist of eight members, two from each council district. The members of the planning and zoning commission shall be appointed by the city council to serve for overlapping terms of three years. All members shall be subject to removal by a three-fourths majority vote of the entire council. The council shall make appointments to fill unexpired terms due to resignation or removal.
