Each member of the commission shall be a registered elector and shall have resided in the area which is within the city at the time of his appointment for at least one year immediately preceding the date of his appointment. Each member of the planning and zoning commission shall be a resident of the council district from which the member is appointed on the date of the appointment and during the tenure of his office.
