Chapter 2.52 PARKS, TRAILS AND RECREATION COMMISSION
2.52.030 Members.
A. Number. The parks, trails and recreation commission shall
consist of nine members: two adult members from each council district
(“district members”); and one at-large youth member. Each member
shall have one vote.
B. District Members.
1. Eligibility. On the date of appointment, each district
member shall be a registered elector of the city and shall have resided within
the city for at least one year immediately preceding the date of appointment.
Each district member shall be a resident of the district on the date of
appointment and throughout his or her term of office.
2. Appointment. Each district member shall be appointed by
the city council.
3. Term. The term of each district member shall be three
years, and the terms shall continue to be staggered as provided by the original
ordinance establishing the parks, trails and recreation commission, if
possible.
C. At-large Youth Member.
1. Eligibility. The at-large youth member shall be a young
adult between the ages of sixteen (16) and eighteen (18) or a junior or senior
in high school who has resided within the city for at least one year immediately
preceding the date of appointment. The at-large youth member shall be a resident
of the city throughout his or her term of office.
2. Appointment. The at-large youth member shall be appointed
by the city council, but only after filing a written application and having an
interview with the city council.
3. Term. The term of the at-large youth member shall be two
years.
D. Expenses. Members shall receive no compensation, but shall
be reimbursed for authorized expenses incurred in the discharge of their duties,
upon submission of a proper claim to the finance director.
E. Quorum. A quorum of the parks, trails and recreation
commission shall be four members. (Ord. 2004-1 § 1)
