All members of the commission shall be subject to removal by a three-fourths majority vote of the entire council. The council shall make appointments to fill vacancies for unexpired terms. If any member of the commission is absent for three consecutive regular meetings without being excused by the commission, the commission shall report this to the city council as soon as possible.
