A. There shall be a presiding judge of the municipal court, who shall have the power to make and adopt written rules and regulations for conducting the business of the municipal court, subject to applicable state statute and the Colorado Municipal Court Rules, as amended.

B. The presiding judge, with the advice and consent of the city council, may appoint referees as necessary to conduct the business of the municipal court. (Ord. 2002-10 § 1 (part))
