When the municipal court issues a warrant for the arrest of a defendant, the municipal court shall impose on the defendant, in addition to all other penalties or costs authorized by this code, a warrant fee in the amount of seventy-five dollars ($75), to reimburse the city for costs incurred in processing the warrant.
