The presiding judge of the municipal court of the city, with the advice and consent of the city council, shall appoint one or more referees to serve at the pleasure of the court, who may conduct hearings concerning the following matters and functions relating to violations of municipal ordinances:

A. Arraignments for violations of the Traffic Code;

B. Class 3 and 4 traffic offenses. (Prior code § 1-6-13)
