Any referee may, in his discretion, reduce or excuse fines if in his discretion such action is justified; he may request attendance at driver improvement school as provided in Section 10.68.220. He may also issue letters to the Department of Revenue, License Revocation Department, making recommendations with respect to the number of points to be assessed against any person appearing before the referee.
