Chapter 2.64 RULES OF ADMINISTRATIVE PROCEDURE
2.64.030 Quasi-judicial hearings.
The provisions of Section 2.64.080 shall be applicable only to
those hearings where the administrative body is called upon to exercise a power
of a judicial or quasi-judicial nature, which shall include:
A. Hearings before the city council upon applications for the
issuance of a liquor or fermented malt beverage license and hearings for the
suspension or revocation of liquor or fermented malt beverage
licenses;
B. Hearings before the city council involving zoning or
rezoning of property except for comprehensive map amendments;
C. Hearings before the board of adjustments and appeals upon
appeals from the denial of a building permit or from any other decision or
action of the building official, director of public works, or the director of
community development relative to the building regulations, subdivision
regulations, zoning ordinance, and upon requests for variances from the
provisions of the zoning ordinance and the building regulations;
D. Hearings before the city council upon appeals from
disciplinary actions against city employees;
E. Hearings before the city council or any board, commission
or official respecting the issuance, suspension or revocation of any license
issued by the city.
F. Hearings before the city council upon appeals from the
issuance of a notice of violation or cease and desist order or assessment of a
fine by the city manager or the manager's designee for violation of the rules
and regulations concerning ozone depleting compounds promulgated pursuant to
