The city council declares that the purpose of the levy of the taxes imposed by this chapter is to raise funds for the payment of the expenses of operating the city. In accordance with this purpose, all proceeds of the tax shall be placed in the capital projects fund of the city. (Ord. 1993-7 Exh. A (part))
