No person shall conduct a temporary business in or upon any public street, park or other public grounds in the city during a special event unless a license to conduct such business has been obtained in compliance with the provisions of this chapter. The requirements of this chapter do not exempt a business located on private property from complying with the city's sales tax licensing as provided in Chapter 3.08. (Ord. 1993-15 (part))
