Any person desiring to engage in the occupation of merchant patrolman in the city without being employed by a company licensed under the provisions of this chapter shall make application for and obtain a company license as provided in Sections 5.12.070 through 5.12.100 of this chapter, and shall be subject to all of the duties and requirements of this chapter.
