Before granting any license for an escort, escort bureau or escort bureau runner, (whether a new license or a renewal of an existing license), the local licensing authority shall consider all of the provisions of the "Colorado Escort Service Code," C.R.S. Sections 12-25.5-101, et seq., as amended. The local licensing authority may refuse to grant any license for good cause, in order to protect and preserve the health, safety and welfare of the community, subject to judicial review.
