A. Effective July 1, 1991, no person shall manufacture, distribute, sell or use for commercial purposes any material or product:

1. Which is used for packaging, wrapping or containing any nonedible products; and

2. Which contains or was manufactured by the use of an ozone-depleting compound. (Ord. 1990-18 § 3 (part))
