It is unlawful for any person to wilfully, maliciously or wantonly torture, torment, beat, kick, strike, mutilate, injure, disable or kill any dog used by the police department of the city in the performance of the functions or duties of such department or to interfere with or meddle with any such dog while being used by the department or any officer or member thereof in the performance of any of the duties or functions of the department or of such officer or member.
