The city council hereby delegates express authority to the city’s department of community development, planning and zoning commission, and city council to review applications of owners of property identified in Section 15.67.020 and, in those instances in which the provisions of this ordinance are found to have been complied with, determine and declare that the property concerning which the application has been filed meets the requirements of this Chapter 15.67 and shall be deemed to be in conformity with the provisions of the city’s zoning ordinance. The matters which are required to be decided by the city’s staff, planning and zoning commission or city council are identified in Section 15.67.040. (Ord. 2002-1 § 1 (part))
