“Gross land area” means all of the land area within a town center district including public rights-of-way. Where the boundaries of a town center district include part of the rights-of-way of abutting major streets, such rights-of-way shall be included in the gross land area except when the abutting street is an interstate highway, in which case the gross land area does not include the right-of-way.
