“Outdoor eating area” means an outdoor area located upon a sidewalk or patio area adjacent to a fast-food restaurant, coffee house or store, deli, or self-serve food establishment at which tables and/or chairs are available for use by patrons of the establishment, but at which no service of food or beverages is provided by the employees of the restaurant to those seated at such tables or chairs.
