Within thirty days after the effective date of an ordinance of annexation, the planning and zoning commission shall hold an administrative hearing to consider the appropriate zoning for the annexed area. Such hearing shall be in accordance with the provisions of Section 2.64.040. Within fifteen days of such hearing, the commission shall transmit its recommendation to the city council, which shall within ninety days after the effective date of the ordinance of annexation, after a hearing as provided in Section 2.64.040, adopt an ordinance zoning the annexed property.
