15.38.130 Amendments to master plan--Planning commission review.
The planning and zoning commission shall review the proposed
amendment in accordance with the following criteria:

Compliance of the proposed amendment with the statement of
intent for a town center district set out in Section 15.38.010 of this
chapter;

Impact on the capacity of all streets leading directly in
and out of the town center district;

Impact within the city on vehicular parking
facilities;

Impact on the city’s ability to provide street
maintenance and police service requirements;

Impact on the city’s capital construction
requirements;
-
Impact on air quality within the city;
-
Noise impact within the city;
-
Impact on views from neighboring properties;
-
Compliance with the requirements of Sections 15.38.030
through 15.38.080; provided, however, that the Planning and Zoning
Commission may recommend approval of an amended master development plan
that deviates from the requirements of Sections 15.38.040 through
15.38.080, if the plan specifies what development standards will be
implemented in lieu of those established by Sections 15.38.040 through
15.38.080 and the Planning and Zoning Commission is satisfied with the
