In determining whether all or any portion of such amendment shall be approved, the City Council shall consider the criteria specified in Section 15.38.130. Notwithstanding the foregoing, the City Council may, in its discretion, approve an amended master development plan that deviates from the requirements of Sections 15.38.040 through 15.38.080, if the plan specifies what development standards will be implemented in lieu of those established by Sections 15.38.040 through 15.38.080 and the City Council is satisfied with the substitute standards.
