Chapter 15.40 M-C -- MIXED COMMERCIAL DISTRICT
15.40.060 Preliminary plan--Drawings and stipulations.
The preliminary plan shall contain drawings and stipulations
which address the relevant aspects of the proposed development, including, but
not necessarily limited to, the following:
A. Existing conditions including:
1. Zoning,
2. Property lines,
3. Adjacent land uses,
4. Topography,
5. Utilities,
6. Streets;
B. Proposed conceptual land use site plan;
C. Gross and net acreage;
D. Gross building area and gross floor area ratio;
E. Use category information adequate to assess the impacts of
the proposed development;
F. The net and gross ratio of open space to all property
within the development;
G. Maximum height limitations;
H. Minimum setback limitations;
I. Parking and loading requirements;
J. A transportation plan including vehicle, bicycle,
pedestrian, transit circulation patterns, and points of access;
K. A traffic impact report, including a mitigation program
intended to reduce traffic impact through public transit, ridesharing,
vanpooling, parking incentives and disincentives, and other such
programs;
L. The layout of drainways and drainage easements;
M. The timing and maintenance responsibilities with respect
to all shared facilities such as open space and parking structures;
N. Maintenance responsibility for all open and recreation
areas not shared by an adjacent building or site;
O. Estimated time of construction, development, and final
plan submittal;
P. Accessory uses permitted;
Q. Availability of water, sewer, gas, and electrical
utilities;
R. Vicinity sketch;
S. A legal description of the property prepared and signed by
a registered land surveyor with seal affixed;
T. Upon the request of the director of planning, information
which will assist the city in preparing a cost-benefit analysis;
U. An analysis of the impact of the development on the
following items, and the impact of the following items on the
development:
1. Noise (vehicle, construction, occupancy),
2. Air quality as affected by stationary and mobile
sources,
3. Water (domestic, waste and runoff),
4. Energy,
5. Geology,
6. Soils,
7. Vegetation,
8. Wildlife,
9. Existing and proposed traffic and transportation systems
including vehicle, bicycle, pedestrian and transit,
10. Views and view corridors,
11. Environmental resources, i.e., wetlands, streams and
