A final plan shall be reviewed in accordance with the provisions specified in Chapter 15.52. In addition, notice of the public hearing shall be published in the official newspaper of the city a minimum of fifteen days prior to the hearing date and shall include a notification to the public that the proposed final plan is a site specific development plan and that its approval by the city council may result in the establishment of vested property rights.
