A. Facilities without direct access to grade may be installed without development review.

B. Facilities with direct access to grade shall require approval by the planning and zoning commission.

C. Local service facilities shall be grouped into complexes, centrally located so as to have pedestrian access and serve the applicable surrounding zone. They shall not face onto adjacent zones or adjacent ownerships.

D. Vehicular access shall be from within the site and not directly from parkways or local streets.

E. Local service facilities shall not be located in an independent structure, but rather shall make up no more than fifty percent of any one structure. (Prior code § 5-2-5(N)(3))
