A. Applications for a residential cluster development shall be made on forms prescribed by the city planner.

B. The planning and zoning commission shall hold a public hearing on the application in accordance with the procedures established in Chapter 15.52.

C. The provisions of Section 15.54.035, Neighborhood input meeting required, shall apply to a residential cluster development application.

D. The planning and zoning commission shall submit its recommendation to the city council, which shall hear and decide the application in accordance with the procedures established in Chapter 15.52.

E. The notice of the public hearing before the city council concerning the residential cluster development application shall contain a notification to the public that the proposed residential cluster development plan is a site specific development plan and that its approval by the city council may result in the establishment of vested rights.
